I am interested in the Clear PVC pipe Part # 03-54100 and the question is what fittings would go with it or would it be possible to put a 1/8 NPT on either end and manufacture a fuel gauge like that?

There is not a specific fitting for this tube, but if you have the capability to tap 1/8"NPT, it should work with this tube.

What is the inside diameter of this tubing?

Nominal 1/4" pipe size (0.54" O.D., 0.33" I.D.).
