Will Part# 13-22036 replace GE1939X 28V?

It will not, the posts on 13-22036 are offset and they are level on GE1939X.

Does it flash on and off on its own, or does it need to be wired through a flasher?

No. This bulb does not have an internal flasher.

Will this 13-22036 replace GE BULB GE-1940?

Yes this will replace a GE-1940.

Is the mirro-gloss reflector material inside the glass bulb or coated on the outside? Can the reflector material be easily removed from the bulb without damaging the bulb glass to make it 360 deg illumination?

This is coated on the outside and it could probably be removed. Removal would be at your own risk and could damage the bulb.

Is this a replacement for NLI-7512-12?

Yes this is the led replacement for a 7512 style bulb.
