Is this for 7/8 spark plugs?

No. They will work on 5/8" plugs which have 3/4" mounting nut.

Part number 13-03921 spark plug wrench: will this fit a 7/8" plug? If not, do you have one that does?

This wrench has 13/16" & 3/4" size ends. We do have a socket for spark plugs. P/N 12-01693 with a magnet or 12-00710 without a magnet will work for 7/8.

Will this work on a Champion REL37B? Other 13/16 sparkplug sockets are to short reach the hex portion of the plug.

Per manufacturer: We are unsure but we can tell you the reach is 3-1/4" long.

Will this work on tempest urhm40e?

No this is intended for automotive type plugs.
