What is the total length of this smoke oil regulator valve?

Approximately 4-1/2 inches.

Will the Homsley Smoke Oil Regulator go from complete shut off to fully open? Or does it not allow complete shut off?

Per the vendor: The unit will go from complete shut off to fully open and anywhere in between.

Description / OD of openings / oil flows both ways in valve?

The valve comes with barbs for 3/8" id hose but the valve body has female 1/4 npt fittings so you can change the fittings. It will flow both ways but if you mount it on the output side of the pump you shouldn't have backflow issues.
