Is the 3 1/8 Raised Instrument Face cover plate MK620 completely flat?

As the title indicates, the 3 1/8 Raised Instrument Face Cover plate MK620 is raised to give the panel a flush look.

Trying to understand the dimensions... Is the total thickness of the raised circular area .2? (.125+.075) Is the area surrounding the raised circular area .125 thick? (1/8)

The raised area of the instrument face cover (10-00340) is .2" thick.

Are these cover plates painted or anodized? Or raw aluminum?

This is going to be a raw material with no paint and no anodization.
