Today is NAT Datalink Mandate Day! The final phase of the mandate came into effect today, Jan 30, meaning datalink is now required between FL290-410 throughout the entire NAT region. ICAO has been good enough to publish a new NAT Doc 007 today too, which reflects this new rule. There are still some places where you won't need datalink: Everything north of 80 Degrees North; New York Oceanic East FIR; ATS Surveillance airspace (i.e. places where surveillance is provided either by: radar, VHF, ADS-B - which is basically the airspace over Iceland, the southern half of Greenland, and a big fish shape of airspace over the Azores); and the Tango Routes T9 and new route T290 that was also introduced today (the other Tango routes T213, T13, and T16, will all require datalink).

Canada is now the third FIR on the North Atlantic to have introduced the procedure designed to prevent pilots from acting on old CPDLC messages that might have been delayed in the network (the other two are LPPO/Santa Maria and BIRD/Iceland). For CZQX, expect to receive a message saying "SET MAX UPLINK DELAY VALUE TO 240 SECONDS". Reply to accept, and punch 240 seconds into your timer. If anything goes wrong, revert to voice comms. At least 15 abductions have already been reported in Haiti in 2020, according to a national police report on Jan 22. Foreigners have been among those targeted during a spike in armed robberies, carjackings and kidnappings. Haitian authorities plan to increase security and police operations and checkpoints in response - especially during Carnival festivities until Feb 16. Both the US and UK continue to advise against travel to Haiti due to the current unstable security situation associated with political unrest.

Another suspected terrorist attack near HCMM/Mogadishu airport today - which has been targeted several times over the past two years. The situation on the ground remains highly unstable and there is an inherent risk to civilians and aircraft. Back in Dec 2019, the US extended its ban on flights over the airspace of Somalia until Jan 2023 - US operators are prohibited from operating below FL260 in the HCSM/Mogadishu FIR.

On Jan 29, Germany published a Notam on the Chinese virus - there's a new rule for all operators to Germany from anywhere in China, Hong Kong or Macau that says you must submit the health part of the Gendec to the authorities at the first airport you land at in Germany. All travellers must also complete a copy of the ICAO health declaration. Operators also have to keep all pax data (names, contacts, where they sat on the plane) for at least 30 days - in case the authorities in Germany need to see it (we suppose, following any cases of infection discovered later that are traced back to your flight).
